The Ministry of Finance of Russia intends to reorganize cash turnover of funds, the purpose of which will be to reduce cash walking.
To implement this task, the Ministry of Finance organized a council, the responsibilities of which will include the development of measures aimed at increasing non -cash circulation. The composition of the council has 38 people, mainly employees of various ministries and departments, such as the Foreign Ministry, the Ministry of Internal Affairs, the Federal Tax Service, the FSB, the FSFR, the FCS, the mayor, the Russian. According to the Minister of Finance of the Russian Federation Anton Siluanov, these changes are caused by the desire of the government to reduce the shadow turnover of funds and increase the transparency of the economy. Therefore, the head of the Ministry of Finance believes, it is necessary to introduce limits on the use of cash during large purchases in legislatively, as well as transfer the issuance of wages into a non -cash view. In this regard, the Council is endowed with authority to create draft laws and regulations, simultaneously actively interacting with the branch of the executive branch. Many analysts are convinced that a change in legislation regarding cash turnover will stimulate the exit of the economy from the shadows, as a result, tax collection should significantly increase. Representatives of some leading banks, namely: Sberbank, Promsvyazbank, Alfa-Bank, VTB, in addition, will also take part in the development of bills to increase the turnover of non-cash payments to the Council of the Association of Russian Banks, the Association “Electronic Money, VUET, Association of Regional banks “Russia”, and representatives of the largest payment systems VISA and MasterCard. The process of transition of the state into a system of non -cash payments was discussed in the government for a long time. Literally last year, the head of Sberbank German Gref said that an excessive mass of cash reduces the pace of economic development of Russia. The introduced system of non -cash payments will actively deal with excessive income and corruption in the bureaucratic apparatus, increase the degree of control between the employee and the employer regarding the payment of the entire necessary line of taxes. But a certain part of the experts had a skeptical mood about the effectiveness of planned innovations. At the same time, they believe that these measures, on the contrary, can lead to a deterioration in the economic situation in the country, as they will cause a decrease in entrepreneurial activity. Moreover, representatives of “small business”, for example, owners of small outlets, can regard actions such as the oppression of their rights. In addition, the country’s transition to non -cash payments will require the existence of a well -developed infrastructure that will maintain such payments. But in many regions of Russia it has not yet been created.
